I just found this video on You Tube of this wild engine. The only thing it states about it was "Running in Pottsville Oregon. Hard to tell from a video but this thing shakes the Ground when it runs."

Very nice! Based on the big drivewheel (or is that a flywheel?) I'm assuming it was intended for factory/industrial use rather than transportation.
