I stumbled on to this website that I thought I'd share.  I doubt seriously you could write the great American novel from it, but it looks fun none the less.

Basically you put in your two parameters (place & number of story elements you want) and you get little pieces of story that's supposed to move you forward.  You can use, none, some, or all of them.  Here is one example of what it provided:

Crime lord will sell diamonds near Austria assisted by a smalltown gangster. In search of power.
It all begins by in Washington, USA, where a politician secretly contacts one of the characters, bringing up some disturbing news.

A natural disaster delays the characters in the form of extreme rains.

A Contact is actually a double agent, working for the Villain. The information found leads to an airfield in New Jersey, USA. The contact
in question is a common criminal who happened to be involved.

A vehicle has been rendered useless by actions from Villains minions or henchman.

Enemy border guards betray characters movements to Villain. Some information points to a cinema in New Jersey, USA.

A contact gives the characters wrong information or doesn't know the correct information. The information found leads to an old castle in
Austria. The contact in question is a young beatyful and bored
aristocratic woman.

The final encounter will occur at the following location, a police station in Austria. The Villain will reach next step in the vicious plan"


I'd love to see a writers challenge based off this web site...
