The tank crushing the car is identical to City of Toronto Archives, Fonds 1244, Item 733 and 733A. There are at least two tanks in this film as one is missing its bow gun.
I think the buildings are different because the tank and camera positions are turned around. I think we are looking south west in the photo and north east in the film. The same event but at slightly different times. If you look at the photo the car has already been crushed once and pushed off the pad of dirt that is under it.
The building in the photo is old Royal Canadian Military Institute building that was used as the Sergeant's Mess for the Queen's Own Rifles in 1918. It was on the west side of University.
The beginning of the film has the Goel Tzedec Synagogue in the background. That building used to be just north of the armory on the east side of University. At 0:31 you can see the photographer William James taking the photo, Fonds 1244, Item 733A.
The style of houses in the film are typical of Toronto. The film also shows a US Navy band in the background, if that illuminates anything.
